[OpenISO] F29500.OpenISO.org Wiki for the OOXML review

I've just added the following information to the "welcome message"
for this mailing list:

In addition to participating in the discussions on this mailing list,
participants in the OpenISO.org Review of OOXML should please become
members of the http://F29500.OpenISO.org wiki site.  When signing up,
a "secret password" is required.  This "secret password" is simply
the word "open".

We will create a page on the F29500.OpenISO.org Wiki for each
potential major issue where it appears, at first sight at least,
that OOXML might violate the OpenISO.org requirements for open
standards.  By means of the Wiki we can collaboratively work on
developing good text for the points about which we do not have
significant disagreement.  When disagreements arise, they should
be discussed on this mailing list.

Using a wiki is probably not ideal, but until we have a more
specialized software system for OpenISO.org to empower collaboration,
this is IMO the best approach.
