[OpenISO] Accessibility Issues with Office Open XML

In what follows, we present evidence of shortcomings with respect to
the above principles from multiple levels of analysis, starting from a
high level with concerns about the process by which OOXML came about,
followed by issues with the standard in general, and finally focusing
on specific technical issues that will place an undue, and in some
cases insurmountable, burden on developers of AT applications,
rendering the format inaccessible. It should be noted at the outset
that this paper is not meant to serve as a substitute for a thorough
accessibility review undertaken by a diverse team of disability
experts, with inclusion and active participation of persons with
disabilities. Rather, with this cursory glance we hope to demonstrate
the urgent need for such a review.
