Yes, I strongly agree concerning the importance of maintaining
the reputation of having an objectively fact-based, incorruptible
disagreement-resolution process.

I certainly agree that every decision must be justified in writing.

I also tend to think that the idea of keeping public records of
each employee's decision history is a good one.  For privacy
protection reasons, the employee can be identified by a pseudonym
rather than by the real-life name for this purpose.

Furthermore, it might help a bit if during the decision-making
process, the employee who handles any given issue is identified
only by a separate, randomly-generated pseudonym with short-term 
validity.
