Sounds reasonable to me, I'll put these links into the
first draft for the "OpenISO.org Core Guidelines"

I'd like to assign the TopicID E400 to TELNET.

(What I have in mind for E100, E200 and E300 will become clear
soon, I promise. :-)

Since your conclusion is "discouraged", I think this should be
considered a draft "problem report", so I think the appropriate
label for the document is:

OI PR-E400:draft1

I've put it online at

without any changes (for now) besides adjusting the document
label and renumbering the two last comments (because comment
number 5 had been doubly allocated).

Comment E400#8 about comment E400#1

  Yes, this is a serious issue.  The TELNET protocol specification,
  which predates the Unicode standard, needs to be updated to
  specify the rules for Unicode character transmission.  Otherwise
  OpenISO.org cannot endorse it.

Comment E400#9 about comment E400#2, E400#3, E400#4

  That the TELNET protocol lacks these security features is not in
  itself a reason against accepting it as a standard, since it is
  conceivable for a data processing device to have sufficient
  computational resources to implement the TELNET protocol but not
  enough computational resources to implement cryptographic security
  features.  However it is a serious issue that the TELNET protocol
  specification fails to clearly state that the protocol should only
  be used in such contexts.  Therefore OpenISO.org cannot endorse it
  in its current form.
