Yes and No.

I can not do this on hearsay. And I don't have the original text. But
I think all comments ii've seen at Groklaw and Noooxml are valid.
I've also read the comments below, and they describe the truth as I see it:

I don't think it is allowed to copy from these comments (copyright law).

As I remember these documents they are pure technical. But there are
more sides of this coin. Is it only allowed to implement exactly this
version of OOXML?

The problems with OOXML are huge. No one with any knowledge can ignore
the comments above.
