Sure, we should specify the contexts.

Yes, but I think that we shouldn't be too pedantic about that,
at least not when evaluating old standards where the authors had no
reasonable way of foreseeing what informative text would be
appropriate in today's world.

If a standard has no serious problems besides issues which are caused
by other network layers not achieving what one can reasonably expect
of them, I would suggest that we should approve the standard and
include appropriate informative text in the endorsement statement.

Would you agree that http://OpenISO.org/OI/E400:draft2 is an
acceptable OpenISO.org evaluation of RFC 854?
