[OpenISO] ISO accepts DOC but not ODF as its official distribution format

I think this is rather surprising. According to the guidelines at
Annex H  JTC 1 Policy on Electronic Document Distribution Using the World
Wide Web

ISO accepts Microsoft Office formats but not its own ODF standard for office
documents:

H4.1 Document Formats

The choice of the document format shall be a function of the type of
document being distributed (i.e. revisable or non-revisable text).  The
following document formats are acceptable:

   - Hypertext Markup Language (HTML) version 2.0 or 3.2
   - Plain DOS Text file, encoded in ISO/IEC 8859-1
   - Microsoft WordTM Version 2.0 - Word 97.


Shouldn't this be the opposite?
